Well, if you go to the Audio Portal here, look up loops. Most of the music there is free to use, just check out the CC info on the left hand side of the music page, to be sure it's okay to use. Also shoot the author a PM asking if it's okay, just to be polite... there's plenty of music here, that's been long abandoned by their authors.
If you want to make something yourself, read around the Audio part of the Forums/BBS here - they may list some free programs.
